Wie funktioniert Suchtprävention?

Suchtvorbeugung will Menschen unterstützen, Fähigkeiten zu erwerben und aufrechtzuerhalten, die vor Sucht schützen und zeigt Möglichkeiten für die Gestaltung einer suchtpräventiven Umgebung auf.

Für ein suchtfreies und selbstbestimmtes Leben

Um dies nachhaltig zu erreichen, setzt die Suchtvorbeugung auf zwei Ebenen an: Einerseits versucht sie die Umweltbedingungen und Strukturen zu verändern (Verhältnisprävention), andererseits wird durch die Stärkung von Kompetenzen und der Persönlichkeit eines Menschen dazu beigetragen, Problemverhalten zu verhindern oder zu verringern (Verhaltensprävention).

Verhältnisprävention zielt darauf ab, das kulturelle, soziale, räumliche und wirtschaftliche Umfeld so zu gestalten, dass Menschen weniger Suchterkrankungen entwickeln. Beispiele hierfür sind Einschränkungen der Verfügbarkeit von Substanzen u.a. durch Gesetze, Alters- und Werbebeschränkungen oder Preiserhöhungen, die Änderung gesellschaftlicher Normen, aber auch klare Regelungen im schulischen Setting, im Betrieb oder in der Familie.

Im Unterschied dazu setzt Verhaltensprävention direkt beim Verhalten der Menschen an und kann in Hinblick auf das Risiko für eine spätere Suchtentwicklung weiter unterteilt werden in universelle, selektive und indizierte Prävention. Eine umfassende und effektive Suchtpräventionsstrategie basiert auf den zwei sich ergänzenden Ansätzen der verhältnis- und verhaltensorientierten Maßnahmen.

Universelle Prävention

Universelle Prävention wendet sich an die Gesamtbevölkerung oder große Bevölkerungsgruppen, beispielsweise steirische Schüle*innen oder Menschen über 65 Jahren und richtet sich an alle, ungeachtet ihres Risikoverhaltens oder Erkrankungsrisikos.

Selektive Prävention

Maßnahmen der selektiven Prävention werden für ausgewählte Gruppen konzipiert, die im Vergleich zur Gesamtbevölkerung eine deutlich höhere Wahrscheinlichkeit aufweisen, in Kürze oder irgendwann in ihrem Leben eine Suchterkrankung zu entwickeln (z. B. sozial benachteiligte Familien, Schulabbrecher*innen).

Indizierte Prävention

Bei der indizierten Prävention schließlich stehen einzelne hochgefährdete Individuen im Zentrum, die problematische Verhaltensformen oder frühe Anzeichen von riskantem Konsum aufweisen, aber noch nicht die diagnostischen Kriterien einer Abhängigkeit erfüllen. Indikatoren für ein erhöhtes individuelles Risiko können zum Beispiel soziale Verhaltensauffälligkeiten, aggressives Verhalten, Depressionen, Angststörungen bzw. Risikokonsum sein.

Verhältnis- und Verhaltensprävention

Wurde Prävention früher in Primär-, Sekundär- und Tertiärprävention unterteilt, wird seit 2011 für verhaltenspräventive Maßnahmen die Differenzierung in universell, selektiv, und indiziert verwendet. Verhältnisprävention ist nicht Teil dieser Klassifizierung, sondern bildet den Rahmen. Diese Unterteilung wurde von der Europäischen Beobachtungsstelle für Drogen und Drogensucht (EBDD) eingeführt und von VIVID übernommen.
