Gesundheitsfolgenabschätzung rauchfreie Gastronomie

Mit 1. Mai 2018 hätte die rauchfreie Gastronomie in Österreich nach zweieinhalbjähriger Übergangsfrist in Kraft treten sollen. Kurz davor wurde dies – initiiert von den damaligen Regierungsparteien – durch das Parlament gekippt.

Vermeidbare Krankenhausaufenthalte

Die rauchfreie Gastronomie trat nicht sofort in Kraft. In der Gastronomie waren weiterhin Ausnahmen für die Einrichtung von Raucherräumen erlaubt.

Aus diesem Anlass untersuchte VIVD – Fachstelle für Suchtprävention gemeinsam mit einem Team Grazer Gesundheitswissenschaftler*innen die Folgen der rauchfreien Gastronomie in Österreich. Als Indiz dafür wurden die Krankenhausaufenthalte gewählt. Zentral war dementsprechend die Frage: Wie viele Aufenthalte im Krankenhaus kann die Einführung rauchfreier Innenräume in Lokalen verhindern?

Mit der Methode der „Gesundheitsfolgenabschätzung“ (GFA) konnte gezeigt werden, dass rauchfreie Gastronomie in Österreich pro Jahr 32.370 Krankenhaus-Aufnahmen vermeiden kann. Davon entfallen 30.573 rauchbedingte Aufnahmen im Krankenhaus auf Erwachsene und 1.797 auf Kinder (bis 14 Jahre). Das entspricht pro Woche 623 vermeidbare Krankenhausaufnahmen. So hätte demnach jede einzelne Woche 52 Herzinfarkte und 82 Schlaganfälle verhindert.

Die GFA „Rauchfreie Gastronomie“ erstellte VIVID – Fachstelle für Suchtprävention in Kooperation mit dem GFA-Team Steiermark und mit Unterstützung der GFA-Support-Unit der GÖG. Die daraus resultierenden Daten wurden seitens der Politik zahlreich rezipiert.

Aufgrund eines Regierungswechsels wurde die rauchfreie Gastronomie in Österreich doch erneut beschlossen und trat am 1.11.2019 in Kraft. Seither sind alle Innenräume in österreichischen Lokalen rauchfrei.
