Österreich holt bei Tabakkontrolle auf

Welchen strukturellen Rahmen setzen Länder, damit Nichtrauchen erleichtert und Rauchen erschwert wird? Diese Frage erforscht seit dem Jahr 2006 die „Tobacco Control Scale“.

Alle drei Jahre analysiert, ergibt sich ein internationales Ranking. In der „Tobacco Control Scale“ 2019 liegt Österreich auf Platz 20 und damit im Mittelfeld. 36 Staaten wurden untersucht.

Vom ewig Letzten ins Mittelfeld

Für Österreich ist das eine deutliche Steigerung: Denn davor hatte Österreich von Beginn an und ohne Unterbrechung immer den letzten Platz. Mit anderen Worten: In den fünf vorangegangenen Messungen (2007, 2010, 2013, 2016) hatte Österreich die schlechteste Tabakkontrolle Europas. 2006 lag man ex aequo mit Spanien, 2010 mit Griechenland. 2013 und 2016 lag Österreich allein an letzter Stelle.

Dies bedeutet, dass wirkungsvolle Maßnahmen der Tabakkontrolle in Österreich schlechter und seltener umgesetzt wurden als in allen anderen untersuchten Staaten. Von den Strukturen her war es demnach nirgends so einfach, mit dem Rauchen zu beginnen und so schwierig, mit dem Rauchen aufzuhören.

Rauchfreie Gastronomie und Jugendschutz brachten internationales Niveau

Aber seit Ende 2019 ist Österreich im Mittelfeld. Die Verbesserung geht vor allem auf die am 1. November 2019 in Kraft getretene Novelle des Tabak- und Nichtraucherinnen- und Nichtarucherschutzgesetzes zurück. Durch das Rauchverbot in der Gastronomie verbesserte sich der Nichtraucherschutz deutlich. Auch der Jugendschutz wurde 2019 an internationales Niveau angeglichen.

Den ersten Platz in der europäischen Tabakkontrolle belegt laut Tobacco Control Scale 2019 Großbritannien, gefolgt von Frankreich, Norwegen, Island und Malta. Starke Verbesserungen fanden neben Österreich auch in Griechenland und in Slowenien statt.

Mittlerweile haben sieben der 36 untersuchten Staaten „Plain Packages„, also standardisierte Verpackungen für Tabakprodukte. Den letzten Platz belegt Deutschland, das als einziges Land Europas noch Tabakwerbung auf Plakaten zulässt. Schwach ist die Tabakkontrolle auch in der Schweiz und in Luxemburg.

Seit Österreich nicht mehr am letzten Platz ist, gehen in Deutschland die Wogen bezüglich Tabakwerbung hoch, wie unter anderem Der Spiegel berichtet.
