Österreich fällt bei Tabakkontrolle zurück

Eher negativ ist die Einstufung von Österreich in der Tobacco Control Scale 2022. Das internationale Ranking erhebt, mit welchen Strukturen Länder das Nichtrauchen erleichtern und das Rauchen erschweren.

Niedrige Preise werden kritisiert

Wie regelt ein Land den Umgang mit Tabak und Nikotin? Wie leicht ist es, mit dem Rauchen zu beginnen oder aufzuhören? Welche Maßnahmen wirksam sind, um das Rauchen zu reduzieren, ist aus Studien gut bekannt. Die „Tobacco Control Scale“ erforscht seit dem Jahr 2006, wie einzelne Länder wirksame Maßnahmen umsetzen und erstellt eine Reihung.

2022 bekam Österreich im internationalen Vergleich ein eher schlechtes Zeugnis ausgestellt: Von 37 Ländern, deren Gesetze und Maßnahmen detailliert unter die Lupe genommen wurden, erreichte Österreich Platz 26. Damit fällt es unter die Länder mit den laut Studienautor*innen „nicht zufriedenstellenden Entwicklungen“.

Festgestellt wird insbesondere, dass die Preise für Tabak gemessen am Einkommen in Österreich sehr niedrig sind. Hohe Preise sind jedoch ein wichtiger Hebel, um den Konsum zu reduzieren. Zusätzlich ergibt sich die Veränderung im Ranking von Platz 20 auf Platz 26 auch dadurch, dass mehrere Länder Fortschritte in der Tabakkontrolle gemacht hatten, etwa durch Einführung standardisierter Verpackungen.

Die Tobacco Control Scale wird seit dem Jahr 2006 alle drei Jahre erhoben. 2019 hatte Österreich nach der Einführung rauchfreier Innenräume in der Gastronomie einen großen Sprung vom letzten Platz auf den 20. Platz – und damit ins Mittelfeld – gemacht.
