Rauchfreiheit als Norm

Wie „normal“ das Rauchen ist, hat Einfluss darauf, wie viele Menschen damit beginnen. Normalität wird unter anderem beeinflusst von Einstellungen und Grundhaltungen der unmittelbaren Bezugspersonen eines Menschen, aber auch von deren Rauchverhalten.

Ist Rauchen oder Nichtrauchen „normal“?

In den 1930er-Jahren warben Ärzte für das Rauchen oder für bestimmte Zigaretten-Marken. „Weniger schädlich für den Hals“ war einer der Slogans. Bis in die 1950er Jahre wurden Kinder in der Tabakwerbung eingesetzt, etwa um Zigaretten als Geschenke für den Vatertag zu bewerben. Noch in den 1970er-Jahren wurde in TV-Kinderserien mit großer Selbstverständlichkeit geraucht.

Wie „normal“ das Rauchen ist, hat Einfluss darauf, wie viele Menschen damit beginnen. Normalität wird unter anderem beeinflusst von Einstellungen und Grundhaltungen der unmittelbaren Bezugspersonen eines Menschen, aber auch von deren Rauchverhalten. Normalität hängt auch mit Sichtbarkeit, Verfügbarkeit und Konsum-Erlaubnis zusammen. Es ist ein Unterschied, ob Menschen an jeder Ecke auf einen Tabakladen stoßen oder nicht. Es ist ein Unterschied, wie verfügbar Tabakwaren und Nikotinprodukte sind. Es ist auch ein Unterschied, inwiefern Marken beworben werden dürfen. Denn jede Werbung für eine Marke bewirbt auch das Rauchen an sich. Und es ist ein Unterschied, ob Rauchen überall erlaubt ist oder nicht.

Langsam ändert sich, dass Rauchen die Norm ist. Dies begann mit dem vermehrten Wissen um die große Schädlichkeit des Rauchens und das hohe Suchtpotenzial von Nikotin. Seit den 1990er Jahren regulieren einzelne Staaten wie die USA, Australien und Kanada das Rauchen stärker. Sie erhöhten Steuern, machten Teile des öffentlichen Raums rauchfrei und schränkten Werbung ein. Inzwischen taten es ihnen immer mehr Länder gleich. In Europa sind Norwegen, Finnland, Großbritannien und Frankreich Vorreiter der Tabakkontrolle.

Jedes „Rauchen verboten“-Schild erinnert uns daran, dass Nicht-Rauchen noch nicht die Normalität ist. Jedes „Rauchen verboten“-Schild führt uns den Scheideweg vors Auge, an dem sich westliche Gesellschaften derzeit bezüglich des Rauchens befinden.

Gleichzeitig versucht die Tabakindustrie mit Hochdruck, sich gegen Regulierungen zu stemmen. Denn es liegt in ihrem Interesse, dass das Rauchen normal bleibt.
