Förderung der Entwöhnung rechnet sich

Staaten sollen Entwöhnung als Investment sehen, rät die WHO. Schon 1,50 Euro zusätzlich pro Einwohner*in und Jahr rechnen sich.

Mit dem Konsum von Tabak und Nikotin aufzuhören, bringt nicht nur für den einzelnen Menschen etwas, sondern auch für den Staat. Das rechnet die Weltgesundheitsorganisation (WHO) in ihrer Publikation „It’s time to invest in cessation“ vor.

Schon zusätzliche 1,68 US-Dollar (entspricht 1,49 Euro) bringen mittelfristig nachweislich Effekte. Eine weltweite Investition dieser Art durchgeführt von allen Ländern der Erde, würde binnen zehn Jahren zu 152 Millionen erfolgreichen Ex-Raucher*innen führen und 2,7 Millionen Menschenleben retten.

Bei weltweiter Umsetzung 16 Millionen Menschenleben

Die Modellrechnung der WHO zeigt auch das Szenario auf, wenn alle Rauchenden diese Angebote bis zum Alter von 65 Jahren erhalten würden. Da die meisten Schädigungen durch Tabakkonsum im späten Erwachsenenalter auftreten, wäre der Benefit noch größer. Werden für jede Person bis zum Alter von 65 Jahren jährlich 1,5 Euro zusätzlich für Entwöhnung ausgegeben, können 16 Millionen Menschenleben gerettet werden.

Außerdem rechnet sich Entwöhnung für Staaten mittelfristig auch finanziell: Binnen zehn Jahren erspart sich der Staat für jeden eingesetzten US-Dollar 80 US-Cent. Werden die Maßnahmen umgesetzt bis Rauchende 65 Jahre alt sind, bekommt der Staat jeden investierten US-Dollar 7,5-fach zurück. Denn er erspart sich Krankheitskosten und andere durch das Rauchen bedingte Ausgaben wie vorzeitige Pensionszahlungen.

Nur bewiesen wirksame Methoden zur Entwöhnung

Die WHO rät zur Umsetzung von Methoden zur Entwöhnung mit wissenschaftlich bewiesener Wirksamkeit. Dazu zählt die systematische Kurzintervention als Motivation zur Entwöhnung, Unterstützung durch Medikamente, Verhaltenstherapie und Angebote der mobilen Entwöhnung wie Apps und personalisierte Textnachrichten. Zentraler Bestandteil der Entwöhnung solle auch in jedem Land eine nationale kostenlose Quitline sein. In Österreich ist dies das Rauchfrei Telefon.

Laut WHO haben nur rund 30 Prozent der Weltbevölkerung Zugang zu Entwöhnung.
